It seems to be the only thing he can say about evolution. Thus the only thing wrong here is his understanding of evolution...and that he was elected to public office.
Well, nit picking a bit, Darwin's Theory is certainly not correct. It has been superseded by several far more detailed theories that advance our knowledge of how species evolve and fill niches.
However this guy obviously doesn't realise he is denying an outdated theory and is just displaying his ignorance of the world for all to see,
Does this nincompoop think apes were magically transformed into humans instantly? It took several million years for humans to diverge from the other great apes and evolve into homo sapiens. Of course there were no witnesses. How can there be human witnesses to the evolution of humans? And who lives long enough to witness mammalian evolution?

He shouldn't be anywhere near education. They should make him minister in charge of fixing the toilets. That's a big health and safety problem in India.

The reason I mentioned toilets is because the lack of toilets is a contributing factor to the high rape rate. Women go out behind their houses/villages to answer the call of nature, and they get grabbed, raped, and murdered.
This fool of an education minister is also on record as a victim blamer.
