Saudi Arabia, not just a Theocracy but a Hypocracy

Saudi Arabia has 100,000 air conditioned tents that can house over 3 million people, yet they don't take any refugees. Instead other countries takes the burden of the migrant crisis.

The tents are intended for Hajj pilgrims, for just a few days per year.

"The tents, which measure 8 meters by 8 meters, were permanently constructed by the Saudi government in the 1990’s and were upgraded in 1997 to be fire proof. They are divided into camps which include kitchen and bathroom facilities."

Instead, Saudi Arabia offers to build 200 mosques for Syrians in Germany.
"Richard Dawkins brands Saudi Arabia's 'offer' to build 200 mosques for refugees 'a sick insult' "

Money is obviously not the issue here. So what it it? My narrow minded take on this, is that Saudi Arabia wants Islam to spread with the stream of refugees, and at the same time they don't want that "riffraff" moving in with them. So it's a win-win for them.
What a bunch of A-holes...

Am I wrong about this?
