I think belief started first. then culture arose from that, until it became self sustaining and didn't need belief to inform it any more.
Thoughts?

What do you mean by belief? Religion?
by culture I mean a system of beliefs and behaviors that define a group of people
belief- what you think is true without proof
It occurs to me that people would have to have some behaviors in common in order to form a group. Groups originally formed for mutual safety. So there was a culture of mutual safety and co-operation for the group's benefit i.e. a "culture" was formed prior to what you term "belief".
I didn't think of going back that far, Anser. But could not an individual form beliefs before interacting in a group?
That would be difficult as when they were born they became part of the most primary group, the family.

Culture probably started first. Belief didn't start enough one of the smarter people decided to stay in the nice warm cave rather go out hunting, and his method? Tell a lot of stories and become a priest....
